Why are there apps still being added?

I submitted my app 20 min before the deadline and was finally shown later that day. So my question is why are there still adding more apps days after the deadline? Seems a bit weird and possibly unfair. So im just questioning the set rules here.

  Hi Jonathan,

  All the apps needed to be submitted by the deadline, they did not need to all be published by the submission deadline. We received many submissions for this competition and we have been publishing them on a rolling basis as we have confirmed their eligibility.
