On the submission page, we are told to put the download link (Google Play or otherwise) in the webpage field. It wasn't clear if this link will then later be available to the public.
The real question, that I couldn't find an answer for in the rules, is if we will have a chance to polish our app beyond the submission deadline or if it's automatically released to the public.
So, will the submission version of the app (and therefor the webpage field) only be available to the judges?

Yes, the link to Google Play or your website with the .apk file will be shown to the public in the Submission Gallery.
Applications should be submitted to Google Play before the Competition Submission Period deadline. For Applications not yet approved or otherwise unavailable on Google Play, a link to a website where the .apk file is downloadable must be provided.
You can modify your submission after you submit any time up until the submission period deadline of April 2nd at 5 pm EDT. However, after the Submission Period has ended, the Submission cannot be modified in any way until after Judging and Public Voting have ended. That means submitters cannot update their apps, fix bugs or change their submissions in any way.

Just to make sure I've understood everything clearly: Is it enough to share the .apk on the webpage, or do we also have to be submitted to Google Play?

As part of the Submission Requirements under Section B. (iv) of the Official Rules, applications should be submitted to Google Play before the Competition Submission Period deadline. It's not enough to share the .apk on the webpage.
